On 9 November 2007 Palerang Council established the Wilkins Memorial Park section 355 Committee.

Current membership comprises

  • Elizabeth Estbergs (Captains Flat Community Association) (Chairperson);

  • Anita King (Captains Flat Community Association); (Treasurer and Bookings Secretary);

  • Peter Marshall (Captains Flat Community Association) (Secretary);

  • Councillor Paul Cockram

  • General Manager or his delegate;

  • Alan Rankin (Captains Flat RSL);

  • Robert Elphick (Captains Flat RSL);

  • Alex Fry (Community Representative);

  • Andrew Clive (Community Representative);

The Council approved the following delegations to those members:

  • manage the use of the area identified as Lot 166 , D P754866 , incorporating:
               Wilkins Memorial Park
               Molonglo Park and
               Winchester Oval (Captains Flat)
    by sporting and other groups;

  • undertake any maintenance and improvement works required on the grounds subject to Council’s prior approval;

  • set fees for the hire of the grounds;

  • engage in fundraising activities to collect monies for the care, control and management of the grounds;

  • be responsible for the care, control and management of the War Memorial located in the grounds;

  • conduct Anzac Day and Remembrance Day commemorations in Captains Flat;

  • approve the use of the ground for any of the following:

                (a) construction of a temporary enclosure for the purpose of entertainment
                (b) hold a carnival, sporting event or public gathering for community purposes

This means that control of booking the oval, cricket pitch, camping etc is now in local hands.

The Committee meets monthly.

The minutes of the Wilkins Memorial Park s.355 Committee meeting held on 23 April 2008 were received and noted by Palerang Council at meeting on 12 June.
